Alva Svoboda is Manager of Market Design Integration at Pacific Gas and Electric Company (PG&E). His work and research have for three decades focused on effects of price and market rules on electric resource scheduling and operations. Most recently, he has led model development efforts for economic integration of intermittent renewables and batteries, and served as expert witness for PG&E regarding PG&E’s operations in California’s wholesale markets. Previously, he developed bidding models and systems in response to electric industry restructuring from the late 1990’s on. In 1997, he was a co-author of PG&E’s Edelman Award finalist paper, “Positioning for a Competitive Electric Industry with PG&E’s Hydro-Thermal Optimization Model.” His 1992 doctoral dissertation was “Simulation of Dispatchable Demand-Side Management in Electric Power System Operations Planning.” Dr. Svoboda has M.S. and PhD degrees from U.C. Berkeley in Operations Research.
