Biography
James Loewen brings over thirty years of energy experience to this discussion. At the California Public Utilities Commission (CPUC) he has taken on many roles, supervising the team in charge of total utility costs, overseeing the California Solar Initiative (CSI) and the Self-Generation Incentive Program (SGIP), guiding gas portfolio hedging policies, evaluating smart meter proposals, line loss calculations, transmission case litigation and earlier regionalization policy at the Federal Energy Regulatory Commission (FERC), energy efficiency measurement and evaluation, and a detailed study in 1993 into “Why Are California Rates So High?” He has degrees in physics, mechanical engineering, international relations, and industrial design.
