How can utilities and regulators maintain equity among customers with widely differing situations?

“The issue of cross subsidization between customer classes is not a new debate. However, the innovations with distributed energy resources and technological developments of the integrated grid and energy system of the future, including energy storage behind the meter and at utility plants, have resulted in innovative programs and regulations to assure fair allocation of costs and value of grid services provided by and used by customers.”

The presentation “How can utilities and regulators maintain equity among customers with widely differing situations?” will address recent developments in Hawaii and the U.S. regarding community based renewable tariffs, the first dispatchable solar and storage peaker plants in the world, and demand response time of use rates incentivizing installation and usage of customer sited storage to provide ancillary services to the grid.
